New Sanitary Rules and Regulations for the Prevention of Infectious Diseases Should Be Applied to Laboratory Tests and Sampling of Biomaterials

From September 1, 2021, the generalized Sanitary Rules and Regulations 3.3686-21 “Sanitary and epidemiological requirements for the prevention of infectious diseases” are introduced.

These sanitary rules establish mandatory requirements:

  • to a set of measures aimed at ensuring early detection, prevention of the emergence and spread of infectious diseases among the population of the Russian Federation;
  • to measures aimed at ensuring personal and public safety, protecting the environment when working with microorganisms, viruses, poisons of biological origin (toxins) and other biological agents, including those created as a result of genetic manipulations that can cause a pathological process in the human or animal body;
  • to the procedure for accounting, storage, transfer and transportation of biological materials that may contain pathogens.

Sanitary rules apply, in particular, to the conduct of diagnostic studies of objects of biotic and abiotic nature, experimental work, work on the production of immunobiological preparations, disinfection of material, provision of specialized medical care, work related to the collection of biological material.

Sanitary Rules and Regulations 3.3686-21 are introduced by the decree of the Chief State Sanitary Doctor of the Russian Federation dated 01.28.2021 N 4 “On the approval of sanitary rules and regulations 3.3686-21” Sanitary and epidemiological requirements for the prevention of infectious diseases “(registered by the Ministry of Justice of Russia on 15.02.2021 N 62500) and are valid until September 1, 2027.
